Facility Management and Corporate Real Estate in the Stewardship of Public Assets in Nigeria's Federal Capital Territory: A Review of Literature

The effective stewardship of public assets requires the integration of facility management (FM) and corporate real estate (CRE) to enhance operational efficiency, optimise asset utilisation and support long-term sustainability. This study reviews existing literature on the relationship between FM and CRE in the management of public assets within Nigeria's Federal Capital Territory (FCT). A qualitative research design was adopted through a narrative review of peer-reviewed literature, policy documents and relevant institutional reports, while thematic content analysis was employed to synthesise the evidence. The review reveals that digital facility management systems have improved maintenance planning, operational efficiency and resource utilisation in selected public institutions. However, fragmented governance structures, inadequate institutional capacity and weak integration of FM into strategic real estate planning continue to constrain effective public asset management. The study concludes that strengthening FM-CRE integration through institutional reforms, digital transformation and performance-based governance frameworks is essential for improving the sustainability and value of public assets in the Federal Capital Territory.
