Abstract

The study sought to investigate the impact of procurement lead-time and supply chain disruption on delivery of Government infrastructure projects in Anambra State. Lead time is the time from the moment the client places an order to moment it is ready for delivery in manufacturing company, lead time include the time required to ship the materials to the supplier. The study was hinged on the supply chain disruption, constraints theory and queuing theory. Specially, the study equally sought to establish the impact of pre-processing lead time, processing lead time and post processing lead time on procurement delivery of Government infrastructure in Anambra State. The government infrastructure project supply chains encompass the flows of materials (cements, sand, gravel, stones etc), cash, labour, information, plant, equipment and temporary works that originate from variety of different parties. In  Anambra  State, several construction projects such as roads, bridges,  airport, public water supply system and amongst others have had time disruption before completion. The study was thus centered on establishing the impact of procurement lead –time supply chain disruption on delivery of government infrastructure. Preliminary investigations was carried out by visiting three road construction projects over a period of one week to have an eye witness account and to understand the  ways in which material flow impacted on lead-time and supply chain disruption. This was followed by the main cross sectional survey designed to collect the required data. Stratified purposive sampling was used to select the sample size. The study comprised of a target population of 100 and a sample size of 55 respondents while 100 questionnaires were distributed and 53 retrieved. Data were collected using structured questionnaires and interview guides.  Data were analyzed by using multiple regression analysis. The findings reveal a significant impact of procurement lead-time and supply chain disruption more especially in road construction projects in the study area.
